PROPOSAL OF SOME APPROACH TO DEVELOP LEARNING uNIT FOR SOCIO EDUCATIONA OPERATORS (DEVELOP BY PEOPLE)
1º Competences model for operators
We think it could be better to base the competences in the everyday routine of the operators. Developing everyday problems and experiences that operators came across with the neets.
We have identified three competences that the operator must develop:
The first activity of the operator will be to identify the people in this situation, to reach that purpose in a determinate context, competences, attitudes and activities will be carried out to get to know them and contact them.
The second activity is about making the first contact, the notion of accompanying them and the common relationship to solve problems. For example, communication base, logistics without any hierarchy but trying to develop closeness, to the places where this people are and equality. Reaching them instead of waiting for them to reach us, for example in a café.
Third, how to negotiate the method to follow, planning and develop pan structure for future processes. Competences related to listening, proximity notions, so to create a closeness that can let us build the bases for their plan.
And last, competences related with motorization, and a follow up always at the same level.
2º Strategic competences of socio-educational operators and vocational guidance counsellors and NEETs
Specify which are the critic competences, which will determine the success of this relationship:
The operator’s capacity to adapt to every situation of concrete people and not of the collective in general.
3º The area of the collective competences of a team and a network
Learning unit for training of collective competences in a team.
We think that working in groups is fundamental and that the networking competences, seeing as a way of using the resources, are very positive.
The multidiscipline is very important in this envirmonment.

4º The area of motivational and empowerment competences
Learning unit. The empowering training
This is a very important area because the person has to make a move so to solve problems.
It is advisable baking up the competences associated to a person capable of taking decisions by himself.
The operators must know how to work with neets to make them develop this empowerment themselves and then know who to establish their priorities.
This idea can be carried out by the use of a methodological process in which we will reach the person progressively, by reformulating, using open questions for research.
For example, if we are working with people that get asocial grant, their main goal can be to keep that money, but that is not their life goal. What we will be doing is making him see what his real goal is, not living from social grants, but maybe a training or working path.
5º The area competence for management of the change
From our point of view, it is risky to establish a traditional planning form the operator’s point of view.
The important aspect is to establish the steps of action from the people’s interests and possibilities.
Working in contact with people, developing in the neets small changes that all together will develop a plan. It will always have to be their changes and their plan.
Even if the changes look very small, they need to come out of the person, form his resources and possibilities. It does not have to be an ambitious plan because it can cause demotivation, frustration and blame.

6º Summay table of learning unit
We think that this vies dos not fit with the operator’s possibilities.
The operator’s training in this situation has to be a structured training in communities, exchange of experiences as practice.
The training must be very concrete and based in the operator’s needs.
7º General coments.
Our view is to work effectively every day and following the steps of a real orientation.
We think that it will be better to work using the practice as the base.
Mixing this proposal and our own idea of making it more concrete by basing it in the operator’s action will make it more useful and easy. It is needed to know the operator’s view.
